The Rockville School Superintendent has accused local parents of racism associated with the recent alleged school rape of a Rockville High School student by two illegal aliens. His lack of response has caused concern from parents as well as other politicians in the state. Instead of accusing parents of racism, the Rockville School Superintendent should have used the incident as an opportunity to build community confidence in his ability to lead.
According to the article, In Wake of Rockville Rape, School Superintendent Accuses Parents of Racism, the Rockville School Superintendent is accusing parents of racism and xenophobia as they have responded to an alleged brutal rape at the Rockville High School in Maryland by two illegal aliens. He stated that “While I know this tragic incident has become part of a national political debate, I want to remind community members that the lives of real students have been forever affected. While many have chosen to engage civilly in the conversation, far too many have crossed the line with racist, xenophobic calls and emails. The superintendent also claimed that threats were made against other students and the schools. The superintendent should not be surprised that the schools are receiving threats. The schools are major contributors to the alleged rape
How did the Rockville School Superintendent school contribute to the alleged rape
Schools are responsible for the safety of all students which includes implementing several processes. One process is the admittance of students. Students who desire admittance into Montgomery County schools are required to submit one of the following documents
- Birth certificate
- Physician’s certificate
- Church certificate
- Hospital certificate
- Parent’s affidavit
- Birth Registration
- Other legal or notarized identification
In addition, the person enrolling student must present legal identification and proof of relationship to student. Anyone other than parent or legal guardian must complete MCPS Form 335-73, “Determination of Residency and Tuition Status” and contact Residency and International Admissions at 301-230-0686. The person enrolling the student must also present a photo ID, driver’s license, passport, permanent resident alien card, naturalization papers, birth certificate, court order, or separation or divorce decree. Evidently this process did not work and the Rockville School Superintendent will play a pivotal role in accepting blame for the ineffective system.
Another process that contributes to the safety of students is school security and teachers. Schools security personnel will have to answer as to why they were unable to prevent the alleged rape from happening. Furthermore, teachers are responsible for ensuring that students are accounted for during each class. The question remains as to why the teachers did not report the students absence from their class during the incident.
The Rockville School Superintendent has responded to accusations of racism due to his need to protect the schools as well as the embarrassment for him and his schools that are associated with the alleged rape. Response of protection and embarrassment in an organization such as a school are associated with characteristics of a dysfunctional organization.
Dysfunctional organizations exhibit several characteristics that are detrimental to its existence. There are five different levels that contribute to a dysfunctional organization which include defensive mechanisms, skilled incompetence, defensive routines, organizational malaise, and fancy footwork..
The Rockville School Superintendent behaviors are a direct product of Fancy Footwork. Fancy footwork happens when individuals try to deny the behavioral inconsistencies they exhibit, or else they place blame on other people, which results in distancing themselves from taking responsibility for their behavioral inconsistencies. The superintendent is not taking the blame for the challenges in his school.
Overcoming the challenges related to a dysfunctional organization require that leaders such as the Rockville School Superintendent utilize leadership principles associated with team building.
Instead of lashing out on the parents, he should have:
- Invited the parent into a session to discuss how to improve the Rockville High School. He can begin this process by first stating what the mission of the school is and then asking each parent what ideas do they have that will help.
- From that he should work with the parents to develop a strategic plan.
In this way the Rockville School Superintendent avoids the characteristics associated with a dysfunctional organization and continue to build the community of parents and his students.
